Special Education: Concept, Policies, Practices and Way Forward
Special Education Introduction:
Special Education is a
multifaceted field that revolves around two key elements: "special,"
denoting uniqueness, and "education," referring to the process of
imparting knowledge and skills to bring about behavioral change. In essence,
Special Education involves providing unique educational support to specific
individuals. Numerous scholars have offered varying definitions of Special
Education, but they all revolve around the core concepts of tailored
educational systems and individuals with disabilities or special needs. In
broad terms, Special Education can be described as the provision of a distinct
educational system for individuals with disabilities or special needs to
facilitate their development and enhance their quality of life.
Importance of Special
Education:
Special Education holds significant importance in both the educational field and society at large. It serves as a discipline that supports policymakers in formulating inclusive policies, aids the government in designing and implementing programs and interventions, assists assessors in identifying and classifying children with disabilities, enables facilitators to support children's development, and guides educators in designing, developing, implementing, and monitoring educational programs to meet the needs of these children. Additionally, Special Education plays a crucial role in changing the behavior of individuals with disabilities, enabling them to lead quality lives similar to those without disabilities. The key importance of Special Education can be summarized as follows:

Supervision and Monitoring Mechanism in the Education System of Nepal
Abstract:
Effective supervision and
monitoring are vital tools for ensuring organizational compliance,
institutional development, good governance, and the enhancement of teaching and
learning practices in the field of education. Supervision entails providing
technical support to teachers to enhance students' learning outcomes through
professional development, while monitoring involves administrative oversight in
accordance with laws, regulations, and policies. However, the education sector
in Nepal currently faces challenges related to weak and unsystematic
supervision and monitoring mechanisms. To address these issues, there is a need
to establish a specific modality and a dedicated supervision and monitoring
section within the Center for Educational Human Resource Development (CEHRD).
This article explores the concepts of supervision and monitoring, current
practices, associated challenges, and proposes a way forward to strengthen
these crucial aspects.
National Curriculum Framework 2076: Overview, Policy, Structure and Critical Reflection
Background:
The National Curriculum Framework (NCF) 2076 received government approval in Nepal on September 6, 2019, with the aim of transforming the school curriculum. This document serves as the primary guiding document for the education system at the school level. The development of the new curriculum framework in Nepal drew inspiration from the Sustainable Development Goals 2030 (SDG 2030), the Secondary School Development Program (SSDP) framework, and the federal context. In terms of structure, the National Curriculum Framework 2076 comprises 88 pages, divided into six sections: background, contemporary aspects related to the curriculum, theoretical foundations and policy for curriculum development, structure of school education curriculum, student evaluation and approval processes, implementation of the national curriculum framework, and annexes. Additionally, there are five annexes and 44 sub-topics spread across these sections.
