I am Yogendra Chapagain, a 36-year-old development professional from a remote village in Nepal, born to a farming family. Since 2013, I have been actively engaged in community development across all seven provinces of Nepal, particularly in marginalized and remote areas. I began my career as a social mobilizer in Karnali and have since held various roles, including Education Officer at KIRDARC Nepal (2013–2014), Education Development Officer at Good Neighbors Nepal (2014–2015), and District/Regional Technical Coordinator for the USAID Early Grade Reading Program (2016–2022). I later served as Project Manager for an FCDO-funded inclusive education project, worked as an independent education consultant, and contributed as Provincial Technical Advisor for the USAID Early Grade Learning Project. Currently, I serve as Executive Director of IPAN Nepal, a non-profit organization.
My work focuses on community change, human resource development, policy formulation, governance, and system strengthening. Academically, I hold an M.Phil. in Education Studies, along with double master’s degrees (MA and M.Ed.) from Tribhuvan University. My key interests include education development, community empowerment, policy advocacy, writing, innovative idea generation, learning, and intercultural exchange. My areas of expertise span across the entire school education ecosystem, including policy formulation, program design, instructional pedagogy, governance, and Integrated Education Management Information Systems (IEMIS). He has a strong background in capacity building, system strengthening, training, and facilitation. He is also well-versed in inclusive education approaches, including early screening, home-based learning, pedagogy, and Universal Design for Learning (UDL).
I possess robust skills in project management, team leadership, and knowledge management. His research competencies include the development of research tools, data collection, KOBO toolbox design, and quantitative analysis using SPSS, alongside the production of high-quality analytical reports. I have played a pivotal technical and leadership role in developing education plans, strategies, profiles, and localized curricula for over 60 local governments across the Koshi, Madhesh, and Karnali Provinces. With over nine years of experience as a teacher training facilitator and technical support provider, he has contributed significantly to Early Grade Reading (EGR), Teacher Performance Support (TPS), continuous professional development (TPD), instructional assessment, school leadership capacity building (HTs, SMCs, PTAs), and the development and implementation of School Improvement Plans, including social audits.
